Essential Functions: The Director of the Office of Environmental Health and Safety (OEHS) is responsible for protecting the health and safety of University staff, faculty, students and visitors. Key responsibilities include preventing adverse environmental impact from hazardous material discharge from the University; developing and implementing policies adhering to federal, state and local regulations; coordinating and monitoring health and safety programs, including biological safety, chemical safety, laser safety, and radiation safety, controlled substances, training and compliance.Direct, plan and control overall administrative and operational activities of the Office of Environmental Health and Safety (OEH&S, which includes the units: Environmental Health & Safety, Hazardous Materials, Radiation Safety, BioSafety, Chemical Safety, Laser Safety, Water Safety, and Controlled Substances.Formulate policies, procedures and processes to improve overall operations. Forecast short- and long-range plans. Assess effectiveness of current programs and develop and implement necessary changes or adjustments.Ensure compliance with, and serve as subject matter expert on, numerous state and federal compliance regulations that are critical to the operation of the University. This includes EPA, DOT, CDC, NIH, NRC, the Michigan Environment, Great Lakes and Energy (EGLE), the Michigan Department of Licensing and Regulatory Affairs (LARA - MIOSHA), U.S. Department of Justice, U.S. Dept. of Homeland Security, DEA, NIH, AAALAC, AAHRPP, Detroit Health Department, MI DHHS.Perform human resource management function. Direct and oversee selection, training and evaluation of subordinate exempt and non-exempt personnel. Give final decision for hiring and/or firing of departmental personnel. Determine staffing needs and appropriate staffing levels.Partner with other WSU departments, including Facilities Planning and Management (Operations and Design and Construction Services), the Division of Laboratory Animal Resources, Enterprise Risk Management, Auxiliary Services, WSU Police, Athletics, and Corvias to manage EHS-related aspects of operations. Participate on Crisis Management Team, Risk Mitigation Committee, IACUC, Space Committee, Facilities Safety Committee, Building Coordinators Advisory Group, and other operational unit safety committees.Perform financial management function. Direct, plan and oversee the budget preparation process for the department. Monitor compliance with University and federal policy and contractual agreements.Maintain a cost-effective disposal program of Universal waste, hazardous waste, biological waste, controlled substances, and radioactive waste generated by the University. Be on-call and respond to incidents and provide support for emergency responders.Serve as the University's Biosafety Officer or Radiation Safety Officer, if necessary.Perform other related duties as assigned.
Qualifications: Master's degreeDegree in public health, engineering, industrial hygiene, safety or other appropriate discipline. Expert knowledge of managing environmental, health, safety, biological safety, radiation safety, and industrial hygiene programs required. Minimum 7 years of experience managing a safety, occupational health, or environmental compliance program, including minimum of 3 years supervisor experience.Technical Knowledge - Knowledge of OEHS Standards of General industry/ Construction, 29 CFR Parts 1910 & 1926. Knowledge of environmental regulations (EPA/ MDEQ, AHERA, CAA, CWA, CERCLA, HSWA, RCRA, SARA, and TSCA). Knowledge of code compliance and legal requirements of applicable regulatory agencies.Communications Skills - Ability to communicate effectively with students, faculty, staff and regulatory officials. Ability to develop and conduct effective training programs or sessions. Proficient in oral and written communications skills.Supervisory Skills - Ability to delegate work, set clear direction and manage workflow. Strong mentoring and coaching skills. Ability to train staff and develop subordinate's skills. Ability to foster teamwork among staff.Analytical Skills - Ability to compare, contrast and quality check work with a keen attention to detail.
